OCALA, Fla. (June 6, 2024) – Carl Flanagan, a business and financial services consultant based in Crystal River, has been named chairman of CareerSource Citrus Levy Marion’s regional board of directors. His two-year term begins July 1.

Flanagan, appointed to the board in 2021, has served as vice-chair of its executive committee and helmed the outreach and marketing committee. He replaces Brandon Whiteman, partner and employee benefits consultant for Apex Insurance Advisors of Ocala. Whiteman has chaired the board since 2022.

At the board’s quarterly meeting on June 5, directors also affirmed Arno Proctor as vice chairman and reaffirmed Fred Morgan as treasurer.

Proctor is vice president of finance for ANCORP, a manufacturer of high and ultra-high vacuum components located in Williston. He was appointed to the CareerSource CLM board in 2020 and serves on its the Career Centers Committee.

Morgan, first appointed in 2008, represents I.B.E.W. Local Union 222 in Reddick. He has served as treasurer since 2011 and also sits on CareerSource CLM’s Performance and Monitoring committee.

CareerSource CLM is one of Florida’s 21 business-led not-for-profit workforce development regions. It provides locally managed services to assist businesses hire and train workers, as well as provide guidance and financial assistance to job seekers.

The board is comprised of members representing each county in the region. By law, more than 50 percent of the board must represent private, for-profit entities and the chair must be elected from private-sector board membership.
